1. RESPONSE ACTIONS BY PILLAR

1.1.Coordination

1.1.1. Main Actions

• Nord-Kivu: Support to the zonal coordination of Beni and continuation of the support mission for the health zone of Butembo.

1.2.Epidemiological surveillance

1.2.1. Main Actions

• In total, 1 542 alerts were recorded of which 1 423 (92,2%) were verified across the 5 affected provinces for the day of 11 August 2026.

However, 324 (99,7%) were validated as suspected cases and all were investigated, from which 195 suspects were transferred to CT (transit centre)/CTE.

• The proportion of contacts followed up over the past 24 hours is at 82,4% (17 085 seen out of 20 728 to follow), close to the threshold of 85 %, with lower performance in Nord Kivu (60,7 %).

1.2.2. Challenges

Low escalation of alerts and listing and monitoring of contacts around confirmed cases.

1.3.Update on control point and point of entry activities (PoC/PoE)

1.3.1. Main actions

• Six (6) alerts were detected at the various PoE/PoC (3 in Ituri and 3 in Nord-Kivu): the three living alerts from Ituri were notified and validated at the PoCs of Basanjasili, Banguba and Mudzibala, two of them having been referred to the CTE (66,6 %) and one having refused transfer; in Nord-Kivu, one living alert and two lifeless bodies were intercepted and managed at 100 %.

No alerts were notified in Haut-Uélé or Tshopo.

• In total, 209 068 travellers were screened (113 406 in Ituri, 72 963 in Nord-Kivu, 18 531 in Haut-Uélé and 4 168 in Tshopo), with a screening rate of 97 %.

In Ituri, only one strategic PoE/PoC out of 11 (9,1 %) operated without interruption and completeness reached 55/60 (91,7 %) ; in Nord-Kivu, the 18 sites reported (100 %) with 2 100 screening refusals (2,9 %) ; in Tshopo, 6 PoCs out of 19 are activated (32 %) for a completeness of 57 %.

• In Haut-Uélé, 10 PoE/PoCs are activated out of the 38 priority ones (26,3 %), 7 sites out of 10 transmitted their data (70 %) and 18 478 travellers out of 18 531 were screened (99,7 %) ; the BOH PoC alone concentrates 4 171 travellers (23 %).

The pillar conducted a field visit to the health zone of Wamba for the activation of the Salisa PoC.

1.3.2. Challenges

• Insufficient operationalisation of PoE/PoC: functionality remains low in Tshopo, with only 6 out of 19 (32 %) activated, and reporting completeness there is limited to 57 %.

• Constraints affecting the functionality of PoE/PoC: performance remains affected by screening refusals (2 100 persons, or 2,9 %, in Nord-Kivu), assaults on staff and non-compliance with the health protocol by certain authorities at the Mukulia PoC (Nord-Kivu), as well as by the lack of transport means for supervision in Tshopo; 48 screening refusals (1,2 %) were recorded, motivated by denial of the disease and fear of being admitted to the CTE.

1.4. Laboratory

1.4.1. Main actions

• Ituri recorded 119 positive results, including 98 new cases (59 living and 39 deaths) and 21 repeat samplings, whilst Nord-Kivu confirmed 18 cases including 9 deaths and Haut Uélé, 2 confirmed cases out of 3 analysed samples.

In total, (516 samples were analysed, confirming 118 new cases of MVE (positivity: 22,9 %) ; Tshopo recorded no positive results.

•

1.5. Infection Prevention and Control (PCI (infection prevention and control)/EDS)

1.5.1. Main actions

• In Ituri, 19/73 rings were opened; 80/83 sites identified and decontaminated (96,3 %) including 66 households and 11 health facilities and 3 churches; 59 EDS conducted out of 64 death alerts (92,1 %) and and in healthcare facilities, and 15 EDS out of 15 in CTE, for 42 bodies sampled post-mortem (72 %).

• In Nord-Kivu, 33 bodies were sampled and secured and 31 EDS conducted, 2 failures being linked to community resistance in Kitovo and Butuhe; 34 death alerts were recorded, including 22 in healthcare facilities (64,7 %), 7 in the community (20,6 %) and 5 in CTE (14,7 %).

• In Tshopo, PCI activities were conducted in 4 health zones (4 rings opened, 4 households and 2 facilities decontaminated) and one lifeless body was prepared for EDS at the Kisangani HC.

• In Haut-Uélé, 3 death alerts were recorded (2 in Isiro and 1 in Wamba) for 2 EDS conducted (66,7%) and 3 bodies sampled by swab; decontamination and EDS activities are paralysed in the health zone of Wamba following the zonal suspension of the Red Cross.

Triage compliance was verified at the HGR (general referral hospital) and at the University Clinic of Isiro.

1.6. Continuity of care

1.6.1. Main actions

• In Ituri, 31 ambulances available out of 33 assigned to the response, 30 runs completed successfully (100 %).

The CTE/CT recorded 52 admissions and 29 cured over the past 24h; occupancy reached 375 patients for 845 beds (44,4%) specifically in Ituri, with saturation of the CTEs of Rwampara, Bambu and Nizi on the confirmed side.

• In Nord-Kivu, 219 cumulative admissions in the CTE/CT, for an intra-CTE mortality of 42 %; 52 admissions of the day (4 confirmed and 48 suspected), 2 cured and 6 intra-CTE deaths, for 176 hospitalised patients (25 confirmed and 151 suspected).

• 19 patients are hospitalised there, respectively 13 in Sud-Kivu and 9 in Tshopo.

1.6.2. Challenges

Insufficient availability of referral resources (2 broken down ambulances in Ituri, absence of an ambulance in 7 ZS (health zone) of Nord-Kivu and absence of CT/CTE in 4 ZS) and saturation of several CTE/CT, limiting prompt access to care and isolation of suspects.

In Haut-Uélé: absence of a standard CTE persists in the 6 affected health zones; insufficiency of mobility resources for EDS in the health zones of Wamba, Pawa and Boma Mangbetu, stock-out of personal protective equipment in Pawa and unavailability of hygiene kits across all affected zones hinder the implementation of infection prevention and control measures.

1.7. Risk communication and community engagement

1.7.1. Main actions

• In Ituri, 55 contacts around 6 cases in six health areas of the ZS of Rwampara; 1 797 people reached during home visits, 121 during educational talks and 5 486 during mass awareness campaigns; 22 radio broadcasts produced and a batch of awareness-raising material received from FHI360 for the ZS of Nia-Nia

• In Nord-Kivu, supportive supervision of the response was conducted in the ZS of Katwa with WHO support and 48 PoC providers from the Beni and Butembo pools were briefed on surveillance, PCI and CREC

• In Tshopo, 889 people were reached during home visits in the ZS of Makiso-Kisangani and Tshopo, and 85 members of executive teams from 14 health zones were briefed on MVE.

In Sud-Kivu, 50 persons deprived of liberty were trained on PCI in the ZS of Nyangezi and Kadutu and 61 contacts were discharged from containment sites

1.7.2. Challenges

Persistence of community challenges: announced strike by the psychosocial pillar and demotivation linked to non-payment in Nord-Kivu, removal of a positive body by the community at the family cemetery of the AS (health area) Misebere (ZS Katwa), refusal of safe and dignified burials (10 failures in Mangala and 4 in Komanda in Ituri) and sampling refusal in Tshopo, likely to affect community adherence to the response.

1.8. Logistics

1.8.1. Main actions

In Ituri, installed capacity reached 845 beds (417 for confirmed, 428 for suspects); receipt of 189 cartons of F95 masks and distribution of 500 litres of fuel; 49 vehicles including ambulances are assigned to the response; expansion of the CTEs of Bambu, Nizi and ISTM is requested in the face of saturation.

In Nord-Kivu: Continued distribution of 1 200 litres of diesel and delivery of PCI supplies; continued construction of tank bases at the PoCs of Karuruma and Komba and the triage unit of the HGR Vuhovi (ULB Coopération); packaging of nutritional supplies for seven health zones).

1.8.2. Challenges

Persistence of logistical needs to support the expansion of the response, notably the completion of CTE extensions, continuous supply of essential commodities and PPE, and availability of transport and evacuation resources.

1.9. Security

1.9.1. Main actions

• In Nord-Kivu, eight operations to maintain and restore public order were provided, including escorting two burials of confirmed cases, securing the transfer of bodies to the mortuaries of Ngilika and Katwa and supporting swab operations.

1.9.2. Challenges

• Persistent insecurity, incidents involving local authorities and community resistance during safe and dignified burials, limiting access for response teams: physical assaults on staff and law enforcement forces at the Mukulia PoC, insecurity and shortage of overalls blocking 10 EDS in Mangala.

1.10. PSEA (Prevention of Sexual Exploitation and Abuse)

1.10.1. Main actions

• Continuation of awareness-raising activities on the Prevention of Sexual Exploitation and Abuse (PSEA) across the various communities of the affected provinces.

1.10.2. Challenges

Still insufficient coverage of awareness-raising activities and strengthening of mechanisms for the prevention, reporting and management of cases of sexual exploitation and abuse across all zones covered by the response.

KEY MESSAGES

Transmission of MVE remains active, with 118 new cases and 67 deaths including 50 community deaths and 17 intra- CTE recorded over the past 24 hours, bringing the national cumulative total to 4 566 confirmed cases and 2 128 deaths.

Ituri remains the epicentre of the outbreak, concentrating 85,7 % of cumulative confirmed cases and 83,1% of new cases reported over the past 24 hours and a larger expansion (28 of the 36 health zones affected).

Surveillance shows good performance over the past 24h, with 99,7 of suspected cases having been investigated, a follow-up rate of 82,4% close to the threshold of 85,0%.

Strengthening of priority interventions (surveillance, case management, PCI, logistics and community engagement) remains essential to rapidly interrupt transmission chains.

TIMELINE OF KEY EVENTS

From 24 April to 15 May 2026, the outbreak evolved from the detection of the first suspected cases to the biological confirmation of the Bundibugyo Ebola virus, leading to the official declaration of the 17th outbreak of Ebola Virus Disease in the Democratic Republic of the Congo.

Between 17 and 18 May 2026, national authorities, with partner support, strengthened the response through the declaration of a public health emergency of national then continental concern, accompanied by the mobilisation of coordination and support mechanisms.
