1. COORDINATION

1.1. Main Actions

• Monitoring and support of response actions in all affected provinces.

2. RESPONSE ACTIONS BY PILLAR

1.1.1. Epidemiological surveillance

1.1.2. Main Actions

For the day of 10 September 2026, 2 254 alerts were reported in 5 provinces among the 7 currently affected, and 1 846 (81,9%) could be verified. Thus, 429 alerts were validated as suspected cases. The latter were all investigated (100 %), of which 192 were transferred to CT (CT — transit centre)/CTE (Table 3).

Among the 28 672 undergoing follow-up, 25 117 were seen, corresponding to a daily follow-up proportion of 87, 6% higher both than the 85 % threshold and the previous day’s proportion (84,4%) ; 90,0% in Ituri (13 606/15 118), 86,7% in Nord-Kivu (9 865/11 381), 77,6% in Bas-Uélé (104/134), 76,1% in Haut-Uélé (1 335/1 755) and 72,9 % in Tshopo (207/284). Contact listing around the first confirmed case is ongoing in the province of Sud Ubangi.

1.1.3. Challenges

Sub-optimal contact follow-up in 3 provinces out of the 5 having contacts under follow-up, with a significant decline in the province of Tshopo.

1.2. Update on control point and point of entry activities (PoE/PoC)

1.2.1. Main actions

Over the course of the day of 10 September 2026, a single alert was notified at the various PoE/PoC, in Nord-Kivu. In Nord-Kivu, this alert concerning a living subject, coming from Ndando destined for Butembo, was validated; after investigation at the Mususa PoC (Musienene ZS), the suspect was referred to the Kyambogho health centre for care; two 3 000-litre tanks were also deployed there for the construction of two permanent handwashing facilities. In Haut-Uélé, receipt of 84 infrared thermometers provided by the national leadership of the PNHF for the reinforcement of screening and surveillance at PoE/PoC.

1.4.2. Challenges

• In Ituri: low opening of rings (30,1 % ; 25/83); insufficient decontamination teams in Mambasa, Mangala and Komanda; lack of mobility in Mambasa, Bambu, Mandima and Mangala; insufficient PCI supplies in Mandima; 14 bodies not swabbed for lack of supplies and teams in Fataki and Mandima.

• In Nord-Kivu: low household decontamination (37,0 % ; 10/27); need to activate, train and motivate decontamination teams in uncovered ZS (Biena, Masereka, Kyondo, Mabalako and Vuhovi); lack of traceability of certain case-households eligible for decontamination; lack of mobility for the deployment of provincial PCI teams in the field.

• In Tshopo: insufficient PCI supplies in households, schools, markets and churches; insufficient coverage of triage circuits (53,3 % ; 8/15) and incinerator of the HGR (HGR — general referral hospital) Makiso-Kisangani remains out of order.

1.5. Holistic care

1.5.1. Main actions

• In Ituri, 82 new admissions in the various dedicated facilities against 104 discharges including 21 cured. Thus, 435 patients are hospitalised for 1005 beds, representing an occupancy rate of 43,3% ; 399/413 (97 %) patients received a hot meal; 12/12 (100 %) children are on LNPE/SLM at the CTE, 3/3 (100 %) at the nursery and 27/27 (100 %) in the community.

• In Nord-Kivu, 89 new admissions and 75 discharges recorded including 3 cured; 311 patients are hospitalised, representing an overall occupancy rate in oversaturation (141,4%); 49/49 patients (100 %), 3/3 companions and 52/52 frontline providers received hot meals.

• In Haut-Uélé, 12 new admissions against 1 discharge (None cured). Thus, 64 patients are hospitalised for 134 beds, representing an occupancy rate of 47,8% ; in addition, 64 patients, 66 companions and 28 PPL (PPL — person released from treatment (discharged patient)) received three hot meals.

• In Tshopo, 1 new admission was recorded without any discharge (none cured). Nine (9) patients are in isolation for 31 beds, representing an occupancy rate of 29,0 %.

• In Sud-Kivu, No new admission, 18 suspected cases remain in isolation (occupancy rate of 72,0 %).

1.5.2. Challenges

Care still partially non-standard and limited capacities: In Ituri, CTE/CT saturated on the suspect side: Nizi, Mambasa, Lolwa, Kilo, Mangala and Mandima; In Haut-Uélé, the Pawa CTE lacks hygiene facilities and the Isiro one lacks space, water and continuous electricity. In Tshopo, the absence of safe blood and a limited technical platform weigh on care. In Bas-Uélé, the absence of CTE/CT and ambulance limits the isolation of cases.

1.6. Vaccination

1.6.1. Main actions

• In Tshopo, 2 006 people have been vaccinated to date out of 11 000 targeted TPL/PPL (18,2 %), including 1 311 in Makiso-Kisangani, 301 in Kabondo, 287 in Mangobo, 89 in Tshopo and 18 in Lubunga; 2 500 doses were deployed to the health zones, with the balance standing at 494 doses at the zone level and 1 500 frozen doses at the Hub depot.

• In Ituri, training of vaccinators as part of preparations for the vaccination of PPL, the start of which is scheduled for 15 September 2026 in Bunia

1.6.2. Challenges

Insufficient available doses in Tshopo (4 500 received for 11 000 requested), lack of mobility for tracing TPL (3 vehicles required for the mobile strategy) and Bafwasende vaccination site remains unactivated. In Bas-Uélé, the stockout of ERVEBO in Buta entails a temporary suspension of vaccination of PPL and TPL.

1.7. Continuity of Care

• In Tshopo, arrival of 2 PPL at the referral hospital of the Bafwasende ZS for preventive treatment; assessment of Saint-Pierre CS, follow-up of GTM recommendations and delivery of essential generic drugs for the Lubunga ZS; 119 cases received experimental treatment, including 14 confirmed and 105 under post-exposure prophylaxis (68 treatments completed, 11 interrupted and 26 ongoing). In Bas-Uélé, monitoring of 12 contacts under compassionate prophylactic treatment in Buta and Dingila; the closure of the Rubi Lisanga referral CS for 23 days interrupted priority activities in the Buta ZS.

1.8. Risk communication and community engagement

1.8.1. Main actions

• In Ituri, 24 627 home visits reached 76 958 people and 1 499 educational talks made it possible to reach 19 657 people; 53 mass sensitisation actions reached 3 468 people, 8 community debates 564 people and 12 advocacy sessions 48 people; 52 people were sensitised with the neighbourhood chief of Rwankole (Bunia ZS) and a community dialogue held with youths and church leaders of the Shari AS (Rwampara ZS); 158 community alerts were notified and 10 feedbacks resolved within 48 hours.

• In Nord-Kivu, 48 370 people reached during 13 815 home visits, 2 167 people reached during 45 educational talks and 21 mass communication actions; 394 community alerts were notified out of 450 expected (87,5 %), 8 feedbacks resolved out of 13 (61,5 %) and 1 043 people engaged in community actions out of 4 750 (21,9 %); monitoring of prevention measures in three schools in the city of Beni with UNICEF and EPST and mobilisation of 6 groupement chiefs and 8 locality chiefs of Manguredjipa.

• Haut-Uélé: 13 mass activities reached 3 994 people, 103 educational talks reached 525 people and 350 home visits made it possible to reach 2 329 people; 11 community alerts were notified (Isiro 8, Pawa 2 and Boma Mangbetu 1) and preparations for the discharge of 17 MVE conquerors continue in Pawa, Wamba and Gombari.

• In Tshopo, 5 mass sensitisation actions reached 1 506 people in the 5 health zones of the city of Kisangani, 2 educational talks 80 people in Bafwasende and Mangobo and 284 home visits 1 589 people; 3 radio broadcasts were hosted and 12 spots broadcast across 6 press outlets; 23 community alerts were notified as well as 2 feedbacks, all resolved; official launch of the Météo CTE by His Excellency the Minister of Public Health.

1.8.2. Challenges

Persistence of community resistance: in Tshopo, “Ebola business” rumours and the demand for vaccine among PPL fuelled two infodemics resolved within 48 hours, and a confirmed case escaped from the CTE remains at home. In Haut-Uélé, complete stockout of visibility tools and communication materials in all health zones and non-payment of providers for more than two months. In Ituri, resistance to EDS persists in Nyankunde, Nia-Nia, Mambasa and Rwampara. In Nord-Kivu, a family in Munzambaye (Butembo ZS) refuses decontamination of their household and community buy-in remains fragile in Kalunguta and Vuhovi.

1.9. Mental health and psychosocial support (SMSPS)

1.9.1. Main actions

• In Ituri, 22 people among the new confirmed cases and 29 of the 74 suspected cases benefited from SMSPS (SMSPS — mental health and psychosocial support) interventions; 76 announcements of results conducted including 22 positive, 51 PPL supported and 89 households accompanied, 31 children and 42 cured individuals followed up in the community.

• In Nord-Kivu, 27 people among the new confirmed cases and 187 confirmed cases under follow-up received care, as well as 115 new suspects; 145 announcements of results including 27 positive, 69 PPL supported, 67 households accompanied, 19 of the 19 cured individuals, representing 100%, followed up; 467 people (186 men, 203 women and 78 children) benefited from psychoeducation sessions.

• In Tshopo, 2 confirmed cases, 2 new suspected cases and 1 suspect under follow-up benefited from SMSPS interventions; 6 contacts were supported at the CT of the Makiso-Kisangani HGR and 216 people benefited from psychoeducation, including 186 frontline volunteer first-aid providers of Makiso-Kisangani and 30 community members of the Kabondo ZS.

• In Haut-Uélé, 6 confirmed cases under follow-up, 2 new suspected cases and 4 suspects under follow-up benefited from SMSPS interventions, as well as 35 companions at the CTE and 21 PPL; 14 former cases were followed up and 5 cured individuals from the Wamba CTE await discharge

1.9.2. Challenges

▪ In Ituri, low coverage of SMSPS interventions around the latest confirmed cases (Mangala and Komanda). In Nord-Kivu, low coverage in the health zones of Biena, Manguredjipa, Kayna, Lubero, Masereka, Kalunguta, Mabalako, Mutwanga and Vuhovi; absence of nurseries in 10 affected health zones; insufficiency of human resources and motivation in 10 ZS. In Haut-Uélé, insufficiency of nutritional kits for weaned infants and mobility difficulties for APS. In Tshopo, absence of SMSPS providers in Wanie-Rukula, Bafwasende and Isangi.

1.10. Logistics

1.10.1. Main actions

• In Nord-Kivu, 27 calls received for 27 missions conducted and all successful (100 %) and 9 ambulances mobilised out of the 11 available (82 %); 49 patients (31 suspects and 18 confirmed), 3 companions and 52 frontline providers received a hot meal (100 %); 1 orphaned infant is on breast milk substitute and 2 separated children are cared for at the nursery

• In Tshopo, handover of the Météo CTE by logistics to the care pillar, monitoring of the construction of the Bafwasende CTE, finalisation of the rehabilitation plan for the CTMI with INSP and mobility support to the PCI, care, communication, PoE/PoC and vaccination pillars. In Bas-Uélé, deployment of the surveillance team and package tracking with air services; available chlorine stock is 50 kg.

1.10.2. Security

1.10.3. Main actions

• In Nord-Kivu, no data was transmitted by the security pillar during the last 24 hours).

• In Ituri, 34 response staff members (7 men and 27 women) received the PSEA briefing and were sensitised; 177 people (83 men and 94 women, including one person living with a disability) were sensitised in the community and three partners (WHO, IMC and Save the Children) reported their PSEA activities. KEY MESSAGES

▪ Performance remains consolidated in epidemiological investigations (100 % of suspected cases investigated) as well as a daily contact follow-up proportion (87,6%) higher than the previous day (84,4%) and above the 85,0% threshold.

▪ A new province affected, in this case that of Sud Ubangi (Bulu health zone); sustained transmission in the provinces of Ituri, Nord-Kivu and Haut-Uélé, with the province of Tshopo showing sporadic notification. Nord-Kivu province concentrates more than half (53,8%) of the new confirmed cases reported during the last 24 hours.

▪ Thus, 80 new confirmed cases including 31 community deaths and 18 intra-CTE were recorded during the last 24 hours, bringing the national cumulative total to 7 022 confirmed cases and 3 398 deaths (case fatality rate: 48,4%).

▪ Ituri remains the epicentre of the outbreak, concentrating 78,9% of cumulative confirmed cases and 37,5% of new cases reported during the last 24 hours, with Nord-Kivu coming close behind (53,8%).

▪ Strengthening priority interventions (surveillance, case management, PCI, logistics and community engagement) remains essential to interrupt transmission chains rapidly: Rapidly increase admission capacity in CT/CTE in Nord-Kivu.

CHRONOLOGY OF KEY EVENTS

▪ From 24 April to 15 May 2026, the outbreak progressed from the detection of the first suspected cases to the biological confirmation of the Bundibugyo Ebola virus, leading to the official declaration of the 17th Ebola Virus Disease outbreak in the Democratic Republic of the Congo.

▪ Between 17 and 18 May 2026, national authorities, with partner support, reinforced the response through the declaration of a public health emergency of national and then continental scope, accompanied by the mobilisation of funds.
